The final State and Regional Consultation for the NADP culminates in Yangon

The Centre for Economic and Social Development (CESD), in association with the Myanmar Sustainable Aquaculture Programme (MYSAP), The Ministry of Agriculture, Livestock and Irrigation (MOALI) and The Department of Fisheries (DOF), organised the final event in a series of state and regional aquaculture-sector consultations on the 18thof December 2018, at the Myanmar Fisheries Federation (MFF) in Yangon.

The consultation marked the culmination of the series, which gathered vital feedback  for the development of the National Aquaculture Development Plan (NADP) across the country, which included events in Mandalay, Mawlamyine, Taungyyi, and Yangon. The series of consultations acknowledged the importance of gaining feedback from ground-level stakeholders from different states and regions to ensure that as many inputs as possible were heard during the development of the NADP. Yangon represents a key area in the aquaculture sector and is directly involved in production, consumption and export of aquaculture related products. Prior to the event, Chief Minister U Phyo Min Thein expressed commitment to aquaculture, stating that “Yangon Region will emphasise the development of the fishery sector with a view to increase the Gross Domestic Product growth rate… fish farming is likely to help grow GDP in a short time.”

Participants at the consultation included U Han Htun, Yangon Region Minister for Agriculture, Livestock and Irrigation, Dr. Nyi Nyi, Vice Chairman of MFF, Dr. Katharina Spiess, The Counsellor and Head of Development Cooperation of the German Embassy, Mr. Pedro Campo-Llopis, The Deputy Head of Development Cooperation of the European Union, U Zaw Aye Maung, Minister of Labour for Yangon Region, Mr. Peter Buri, the Head of Programme from MYSAP, Dr. Myint Sew of Myanmar Aquaculture Association, and Dr. Kyaw Tun Myint of Myanmar Shrimp Associations.
U Han Tun noted the areas in aquaculture in which Myanmar could improve. He stated that “We have a weakness in technology as well as production and management. At this time, our quality is not great, and we need to try to raise this to an international level. We need education, capacity building, and we need support and international help to raise our level.” The event witnessed numerous speeches relating to the field of aquaculture, with lively end of day discussion to close the event.

The Centre for Economic and Social Development (CESD) is currently drafting the NADP under the auspices of the MYSAP steering committee, chaired by H.E U Hla Kyaw, Deputy Minister of The Ministry of Agriculture, Livestock and Irrigation (MOALI), with additional members representing other relevant ministries. The series of consultations is a part of CESD’s engagement with the MYSAP programme, which is implemented by GIZ Myanmar with funding from the European Union and the German Government.
