CESD, in partnership with the Japan International Cooperation Agency (JICA), has undertaken research to further facilitate and promote discussion on effective public financial management (PFM) between Myanmar’s union government and state and region governments.
CESD’s research team examined the current state and region public financial management systems, with a particular focus on relationships between the union and state and region governments. Challenges, opportunities, and possible future reforms under the current system were also identified.
Key components of the research included:
- Targeted interviews and consultations with officials and stakeholders involved in the budget process;
- A review of existing literature on public finance and governance in Myanmar; and
- The analysis of publicly available state, region and union budget data.
CESD and JICA also hosted an interactive workshop to discuss issues identified by the research, and identify potential means to overcome them, with senior officials from the Ministry of Finance and Ministry of National Planning and Economic Development. Findings from the research will be released in a forthcoming report.
